Vietnam’s Ministry of Science and Technology has instructed telecommunication service providers to block the messaging app Telegram for not cooperating in combating alleged crimes committed by its users, according to local news agencies Vietnam News and Vietnam Pictorial.
According to the reports, the Department of Cybersecurity and High-Tech Crime Prevention and Control, which claimed that up to 68% of 9,600 Telegram channels and groups in Vietnam contain harmful content, had ordered the ban. The political agency also suspects the distribution of subversive documents, scams, and terrorism cases on the media platform.
Article 9(4) of the Law on Telecommunications, which came into effect on 1 January 2025, prohibits media platforms from offering telecommunication services without proper authorization. According to the government, Telegram breached this regulation, as the company has not notified the authorities since the article became effective.
Talking to Reuters, a company representative from Telegram said that the company was surprised by the ban. He maintained that Telegram had complied with official decrees and laws of the Vietnamese government.
The move comes amidst increasing media censorship by Vietnam’s ruling communist party. The government previously issued warnings about scams and cryptocurrency malware on the platform. Last year, the government instituted new regulations under Decree No. 147/2024, requiring all social media platforms to verify user identities and share the data with the authorities. While the government states that the decree is to protect national security and social safety, human rights organizations have called for the repeal of the laws, arguing that they are measures to tighten control over dissidents and general political discourse.
Telegram must respond and obtain government authorization on or before May 27. The company says it is processing the request.
