The US government imposed sanctions against Cuban President Miguel Díaz-Canel and other top Cuban officials on Friday, marking the fourth anniversary of the authorities’ crackdown on the July 2021 protests on the island.
The US Department of State restricted the visa access of several individuals, including judicial and prison officials, stating:
The July 2021 protest, the largest in Cuba and led by thousands of people, was driven by the country’s desperate economic situation, coupled with the COVID-19 pandemic and dissatisfaction with the government’s response to the hardships. As documented in Human Rights Watch’s report, “Prison or Exile: Cuba’s Systematic Repression of July 2021 Demonstrators,” the government perpetrated gross human rights violations against the protesters, including arbitrary detention, abuse-ridden prosecutions, and torture.
The US-Cuba relationship has been strained since 1959, when the US-backed government of Fulgencio Batista was overthrown during the Cold War. Their relations further worsened after several American and Canadian diplomats suffered from inexplicable injuries in Havana, which later became known as “Havana Syndrome,” leading to the withdrawal of US diplomats from Cuba. The attack involved directed, pulsed radio-frequency energy with a loud noise, triggering intense pain in the ears and head. The Cuban government, however, denied any involvement in the attacks.
In January, then-US President Joe Biden removed Cuba from the blacklist of countries sponsoring terrorism. However, current US President Donald Trump reinstated the country to the blacklist after returning to the White House, as he restored other tough policies toward Cuba.

In a post on X (formerly Twitter), US Secretary of State Marco Rubio further stated that “Torre K,” controlled by the regime, was added to the Cuba Restricted List by the State Department to prevent US dollars from funding the Cuban regime’s repression. 11 other properties linked to the regime were also added to the list. Rubio also demanded “immediate proof of life and the release of all political prisoners,” including pro-democracy activist José Daniel Ferrer.Four years ago, thousands of Cubans peacefully took to the streets to demand a future free from tyranny. The Cuban regime responded with violence and repression, unjustly detaining thousands, including over 700 who are still imprisoned and subjected to torture or abuse … The U.S. will continue to stand for the human rights and fundamental freedoms of the people of Cuba, and make clear no illegitimate, dictatorial regimes are welcome in our hemisphere.
