UN Special Rapporteur on the Occupied Palestinian Territories Francesca Albanese was added back to the list of sanctioned people by the US Department of the Treasury on Wednesday, according to a notice by the Office of Foreign Asset Control.
The move comes following a recent district court decision to temporarily block sanctions against the UN expert. On May 15, a US district judge found that the July 2025 sanctions against Albanese were imposed solely based on her encouraging the International Criminal Court (ICC) to investigate and prosecute Israeli officials.
The sanctions against Albanese originate from a July 2025 imposition by the US in response to her statements on Israel’s actions in Gaza, including a recommendation for the ICC to pursue war-crimes prosecution. In his statement justifying the sanctions, US Secretary of State Marco Rubio stated that Albanese was engaged in “biased and malicious activities,” “spewed unabashed antisemitism,” and “expressed support for terrorism.”
The sanctions were applied pursuant to Section 1(a)(ii)(A) of Executive Order (EO) 14203, which prevents the sanctioned person from using any property or interest held in the US or held by a “United States person.” Albanese has stated that these sanctions made her a “non-person,” as she can no longer open credit cards, receive reimbursement for medical expenses from US insurance companies, or book hotels. Responding to this, Albanese’s family filed a lawsuit in federal district court in Washington in February 2026. Their submissions enumerate the impacts of the sanctions. Further, her daughter is a US citizen who is now also unable to return home.
Amnesty International has condemned the attacks on Albanese by members of the European Parliament over an edited video clip of her speech.
Despite the notice on the website of the Office of Foreign Asset Control, no other details have been released. It is not yet clear what the impact of this notice has been on Albanese.
