Jurist UN Special Rapporteur urges democratization of global access to water

UN Special Rapporteur Pedro Arrojo Agudo urged global action on the democratization of water governance and the protection of human rights concerning access to water sources on Friday.

According to the report submitted to the United Nations General Assembly (UNGA), the UN Special Rapporteur on the human rights to safe drinking water and sanitation, noted that the global water crisis is a global governance challenge that demands a reorientation of priorities, participatory and sustainable management approaches.

Arrojo Agudo cited the Water Justice Manifesto from the 2023 UN Water Conference to emphasize that the idea of “water justice” means that water and aquatic ecosystems should be shared and common resources under a human-rights based approach rather than meant to profit private entities and interests.

Additionally, Arrojo Agudo stressed that water governance must be based on the core human rights principles, including “equality, non-discrimination, participation, accountability, sustainability, and legality.” According to his statement, it is crucial to recognize customary and indigenous systems of water and empower local communities, particularly women, to become key decision-makers in managing water resources.

In October 2024, the Special Rapporteur criticized England’s privatized water system, raising concern over the system’s prioritization of shareholder profit over public service. According to the human rights expert, the water regulator of lacking transparency and commitment to public service obligations.

UN General Assembly Resolution about Water and Sanitation laid the moral and legal obligations of countries as it pertains to water access. The resolution affirms that water is not an economic commodity but a public resource tied to human dignity, public health and environmental sustainability.
