The UN’s top human rights official on Monday warned of increasing atrocities in Sudan and demanded the international community take quick action to de-escalate violence in the country.

UN Human Rights Chief Volker Türk told member states at the Human Rights Council in Geneva that “we can only expect worse to come” unless international action is taken to “halt the bloodshed” in Sudan. He specifically insisted that nations curb the “continuous inflow of weapons” by extending an existing arms embargo to cover the entire country.

Türk’s comments followed recounting testimonies of survivors of atrocity crimes in the Darfur region by paramilitary Rapid Support Forces (RSF) who overran the city last October.

In one such testimony, individuals who fled to locations thousands of kilometres apart gave strikingly consistent accounts of mass killings of hundreds sheltering at El Fasher University. Some victims were reportedly targeted on the basis of their non-Arab ethnicity, particularly members of the Zaghawa ethnic group. Türk mentioned that survivors “also spoke of seeing piles of dead bodies along roads leading away from El Fasher, in an apocalyptic scene that one person likened to the Day of Judgment.”

The findings align with recent assessments by the International Criminal Court, which concluded last month that war crimes and crimes against humanity were committed during the RSF siege of El-Fasher.

Türk also warned that fighting has intensified in the Kordofan regions where both sides are deploying advanced drone systems. Over a recent two-week period, UN monitors documented around 90 civilian deaths and more than 140 injuries from drone strikes hitting markets, homes, health facilities, and even a World Food Programme aid convoy.

The Sudan conflict erupted on April 15, 2023, after a collapsed power-sharing arrangement between the RSF and Sudanese Armed Forces (SAF). Since then, the country has experienced what the UN describes as “one of the worst humanitarian crises of the 21st century .” Over 50,000 people have been reportedly killed and over 25 million people are in desperate need of assistance. Famine conditions, repeated displacement, and widespread sexual violence have been documented across the country.

Türk acknowledged that while “[r]esponsibility for these atrocity crimes lies squarely with the RSF and their allies and supporters,” both the RSF and SAF have obligations to protect civilians. He announced a series of measures “to support mediation efforts” and de-escalate violence. These include commitments sought from the parties to refrain from targeting civilian areas, allow unimpeded humanitarian access, end arbitrary detention, and cease attacks on critical infrastructure.
