A UN expert said Friday that states and other development actors should ensure individuals and communities can actively, freely, and meaningfully participate in economic development decisions by moving beyond symbolic consultations and sharing decision-making power, warning that development cannot be inclusive or sustainable without public participation.
UN Special Rapporteur on the right to development Surya Deva made the comments while presenting his report, “Participation in development: taking the right to development seriously,” to the 63rd session of the UN Human Rights Council. The report provided guidance for states, national human rights institutions, UN entities, multilateral development banks, companies, and civil society organizations on facilitating participatory development.
Deva said the right to development is distinct because it concerns not only development outcomes but also the processes through which development decisions are made. The UN expert warned that top-down decision-making and symbolic consultations have contributed to policies, programs, and projects that are neither inclusive nor sustainable. He emphasized that meaningful participation is not the same as consultation, requiring decision-makers to share power with people, allow individuals and communities to identify their development priorities, and create conditions for the co-design of development-related policies, programs, and projects.
The report said participation can help ensure economic development leaves no one behind, promote ecological sustainability, and strengthen mutual trust and social cohesion. It also stated that public participation can help states and companies prevent human rights and environmental harms and better manage development-related risks.
Deva’s emphasis on participation builds on existing international development and human rights frameworks. The 1986 Declaration on the Right to Development recognizes every person and all peoples as entitled to participate in, contribute to, and enjoy economic, social, cultural and political development. It also calls for states to formulate development policies based on the active, free, and meaningful participation of the population.
The principle also appears in the UN’s broader sustainable development framework. The 2030 Agenda for Sustainable Development similarly emphasizes inclusive decision-making and public participation across development goals, including women’s participation in public life, community participation in water and sanitation management, and developing countries’ participation in global governance institutions.
Scholars have also linked sustainable development to human rights-based approaches that prioritize equality, accountability, participation, and empowerment. Academic commentary on inclusive sustainable development and the integration of human rights into the Sustainable Development Goals has similarly emphasized that development frameworks can be more legitimate and effective when affected communities meaningfully participate in decision-making.
