UN Special Rapporteur on the right to adequate housing Koldo Casla warned Friday in an end-of-mission statement that Ghana’s commercial construction boom is failing to address the country’s housing shortage, urging the government to prioritize working-class affordability and end unlawful evictions.

Concluding a 12-day official visit to the West African nation, Casla emphasized that commercially driven real estate policies have sustained a 1.8-million-unit housing deficit while leaving speculative luxury properties vacant in urban centers such as Accra. The independent expert cautioned that reliance on private real estate developers has made affordable housing “a misnomer,” calling on Ghanaian authorities to reclaim the state’s role as a direct housing provider and upgrade informal settlements in place rather than displacing vulnerable populations.

According to a UN Habitat report on Ghana’s housing profile, the greater Accra region has the highest housing deficit of 925,335 rooms, a finding that is consistent with the Centre for Affordable Housing Finance in Africa’s research illustrating that housing supply in the country struggles to keep up with the increasing demand for housing.

A policy brief by researchers at the London School of Economics and Political Science highlighted how formal housing supply remains concentrated among high-income buyers, leaving the majority of urban residents reliant on unregulated rental markets and insecure informal settlements.

Casla highlighted that unaffordability drives approximately 31 percent of Ghana’s urban population into informal settlements, where residents face persistent threats of unlawful displacement. Pointing to communities such as Old Fadama and Jamestown’s Peace Village, the expert documented eviction notices spray-painted onto homes and warned that forced demolitions conducted without prior consultation or adequate compensation violate international human rights standards.

He urged authorities to end state-backed clearances and prioritize installing essential municipal services, including water, sanitation, and electricity. Casla is scheduled to present his comprehensive findings and formal policy recommendations to the UN Human Rights Council in March 2027.

The right to housing is guaranteed under Article 11(1) of the International Covenant on Economic, Social and Cultural Rights (ICESCR), which binds states to ensure that individuals have the right to adequate housing.
