UN Secretary-General António Guterres called for sweeping reforms to global institutions during the 18th Building for Resilience, Innovation, Cooperation and Sustainability (BRICS) Summit in New Delhi on Sunday, arguing that the international system must adapt to a world that has changed dramatically since 1945.
Speaking to leaders of BRICS member states, Guterres said the world is “increasingly moving towards a multipolar world” and argued that such a shift should be embraced rather than resisted. According to Guterres, multipolarity can promote greater balance and equity, but only if international institutions, including the UN Security Council and Bretton Woods financial system, are reformed to better reflect contemporary global power structures.
BRICS, which includes major developing economies such as Brazil, Russia, India and China, was established in part to increase the influence of emerging economies within a global system historically dominated by Western powers.
Guterres outlined four priorities for global growth: financing, artificial intelligence (AI), climate justice, and peace.
First, Guterres said developing countries are increasing domestic resource mobilization but continue to require greater international support to achieve the UN Sustainable Development Goals. He called for greater representation for developing countries in international financial institutions, expanded development-bank lending, and improved debt-relief mechanisms.
Second, Guterres warned that AI could accelerate economic and technological development but could also deepen existing inequalities if its benefits remain concentrated among a small number of companies and countries. He welcomed BRICS’s support for the UN’s AI Scientific Panel and Global Dialogue on AI Governance and urged additional support for initiatives intended to expand developing countries’ access to computing infrastructure, data, and technical expertise.
Third, Guterres warned that the world is approaching an overshoot of the 1.5°C temperature threshold and called for accelerated reductions in fossil-fuel use and methane emissions. He also urged wealthier countries to fulfill existing climate-finance commitments and to provide greater assistance for adaptation and climate-related loss and damage.
Finally, Guterres addressed ongoing conflicts in Gaza, Ukraine, and Sudan. He urged states to uphold the UN Charter, including principles of sovereign equality, territorial integrity, and the peaceful settlement of disputes.
Guterres’s remarks underscored a broader argument that as global economic and political power becomes increasingly dispersed, international institutions must evolve if they are to maintain legitimacy and effectively address emerging global challenges.
