A Ukrainian draft law tightening the rules of mobilization, military registration and military service in Ukraine has been returned to the government for revision, head of the parliamentary faction David Arakhamia said on Thursday. According to him, a closed-door meeting to discuss the law between the military command and the Conciliation Board took place on January 11.
Draft law No. 10378, “On Amendments to Certain Legislative Acts of Ukraine on Improving Certain Issues of Mobilization, Military Registration and Military Service,” was submitted by the Cabinet of Ministers to the Ukrainian Parliament Verkhovna Rada on December 25 , 2023. It regulates, among other things, issues related to the postponement of military service, including for people with disabilities, changes in the conscription age, and the involvement of local governments in active participation in mobilization activities. Later, on January 8, the Parliamentary Committee on Anti-Corruption Policy recognized the government’s draft law on mobilization might contain corruption risks. On Thursday, it became known that the draft was returned for revision.

Provisions of the draft law were earlier criticized by both Ukrainian citizens and MPs. The Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, said during a telethon that some provisions of the draft law on mobilization may contradict the Constitution of Ukraine.There were many discussions. We understand the request of the military command and are ready to meet it. But not all the provisions can be supported. Some provisions directly violate human rights, some are not optimally formulated. This was openly stated to the military command. But all political forces understood and support the need for mobilization. As a result of the meeting, the draft law is returned to the initiator.
