Jurist UK urges device controls to restrict children’s access to nude images

The UK government is urging technology companies to introduce device controls that would prevent children from sending, receiving and viewing sexually explicit images. Prime Minister Keir Starmer warned Monday that legislation could follow if companies fail to act.

Starmer said technology companies should develop tools that stop minors from exchanging nude images on their devices. He said the issue should not be treated as an unavoidable consequence of modern technology and argued that solutions are technologically possible.

This would also extend beyond many existing child online safety measures, which generally focus on restricting access to websites, social media platforms, and online services. Countries including Australia have introduced age-based restrictions for social media and strengthened age-assurance requirements for adult content but have not proposed nationwide requirements that would prevent minors from accessing nude images across their devices.

The proposal is part of the UK’s effort to address online harms affecting children. Earlier this year, the government announced plans to ban AI “nudification” tools that generate fake nude images of real people and said it would work with technology companies on measures to make it harder for children to create, send, receive, or view nude images.

The government is also consulting on wider restrictions relating to children’s use of smartphones and social media. Measures under consideration include stronger age-verification systems, raising age limits for social media access, restricting certain platform features, and introducing additional parental controls.

The latest proposal follows calls from senior law enforcement officials for stronger protections for children online. National Crime Agency Director General Graeme Biggar and National Police Chiefs’ Council Chief Constable Gavin Stephens recently urged the government to restrict online features that are commonly exploited for child sexual abuse, including nude image sharing, unrestricted messaging, and weak age-verification systems.

According to the National Crime Agency, reports of suspected online child sexual abuse reached nearly 100,000 in 2025, while online-facilitated abuse accounted for at least 42 per cent of recorded child sexual abuse offences in England and Wales.

The government has not announced any draft legislation. Starmer said he wants technology companies to develop solutions voluntarily but indicated the government is prepared to change the law if necessary.
