Judge Santiago Pedraz of Spain’s National Court issued a judicial order Wednesday directing the Civil Guard’s Central Operational Unit (UCO) to obtain documents, electronic records, accounting materials, and internal communications from the Spanish Socialist Workers’ Party (PSOE) headquarters. The court authorized a search and seizure operation if the party failed to voluntarily comply with the request as part of a sweeping National Court investigation into an alleged scheme to interfere with judicial and police proceedings.
Pedraz identified a group known as HIRURO as a central focus of the investigation. Court documents describe former PSOE affiliate Leire Díez Castro as an operational coordinator alongside businessman Javier Pérez Dolset, while former PSOE Secretary Santos Cerdán León is alleged to have occupied a higher-level strategic role.
The court alleges the group attempted to influence prosecutors, Civil Guard officers, and witnesses connected to corruption-related investigations. Investigators are also examining claims that confidential information was sought in order to weaken or discredit judicial and police officials involved in sensitive cases.
One of the investigation’s key events is a meeting allegedly held at PSOE headquarters in April 2024. The court described the gathering as a “turning point” in the alleged coordination of activities aimed at undermining proceedings that could negatively affect the PSOE or the government. The meeting reportedly occurred days after Prime Minister Pedro Sánchez temporarily suspended public duties following the opening of judicial proceedings involving his wife, Begoña Gómez.
The order further states that investigators are examining whether PSOE funds were used to finance individuals allegedly involved in the operation and whether party infrastructure was used to organize meetings, communications, and payments.
The ruling emphasizes that the investigation remains ongoing and that no final determination of criminal responsibility has been made. The court order does not constitute a conviction, and the allegations remain subject to further judicial review and potential appeals.
The PSOE stated publicly that it would cooperate with authorities. PSOE spokesperson Montse Mínguez said the party remained calm and willing to assist the investigation.
The investigation has intensified political tensions in Spain. Opposition leader Alberto Núñez Feijóo accused the government of causing institutional damage, while regional coalition partners warned that proven illegal financing would represent a political “red line.”
