The Russian Supreme Court officially lifted the designation of the Taliban as a terrorist organization on Thursday, marking a significant shift in Moscow’s diplomatic stance toward Afghanistan’s de facto rulers.

The move was confirmed by the Ministry of Foreign Affairs, which stated that the decision aims to facilitate the establishment of a “full-fledged partnership” with the Taliban, citing the need for cooperation in combating drug trafficking and terrorism, as well as building economic ties.

The Taliban seized control of Afghanistan in August 2021, ousting the elected government led by Ashraf Ghani. In response, the UN Security Council adopted sanctions measures, including an asset freeze, travel bans, and an arms embargo, which remain in effect under Resolution 2615 in 2021 and were reaffirmed in Resolution 2744 in 2024. The resolution mandates the Informal Working Group to examine the practices of the implementation and assessment of sanctions. These sanctions continue to restrict international engagement with Taliban-associated individuals and entities.

While the Russian government emphasized that the removal of the terrorist designation does not affect its compliance with existing UN sanctions, the move raises questions about the consistency of state practice under Chapter VII of the UN Charter, which mandates all member states to implement Security Council sanctions to maintain or restore international peace and security.

Despite Taliban promises to build an inclusive government and uphold women’s rights to work and education in 2021, the Human Rights Watch Report said the Taliban has created “the world’s most serious women’s rights crisis,” documenting the Taliban’s systematic violation of women’s rights. The Taliban government has taken various measures to limit their participation in public life and has engaged in systematic gender discrimination.

The Supreme Court’s latest decision formally ends Russia’s 20-year-long designation of the Taliban as a terrorist organization since 2003 due to concerns over jihadist movements in Central Asia and Russia’s North Caucasus region.
