Jurist Rights groups urge EU action on Vietnam’s repression of dissidents in Thailand

A coalition of human rights organizations urged the EU and its member states Wednesday to demand transparency and human rights safeguards in ongoing negotiations for a bilateral extradition treaty between Vietnam and Thailand, warning that the agreement could provide a legal framework for the politically motivated arrest and forced return of Vietnamese dissidents and refugees.

The statement, signed by Amnesty International, Human Rights Watch, Reporters Without Borders, and 15 other organizations, said the proposed extradition treaty and a companion treaty on mutual legal assistance in criminal matters lack public transparency and could be used to justify removals that violate international human rights and refugee law, including the non-refoulement principle, which prohibits returning individuals to countries where they face persecution or torture.

The statement documented cases the organizations said already reflect this pattern. Y Quynh Bdap, a Montagnard human rights defender recognized as a refugee in Thailand, was forcibly returned to Vietnam in 2025 following a Vietnamese extradition request. Journalist Truong Duy Nhat disappeared in Thailand in 2019 while seeking asylum and later reappeared in Vietnamese custody, where he was sentenced to 10 years’ imprisonment. Duong Van Thai, a journalist and human rights defender, was allegedly abducted in Thailand in 2023 and sentenced to 12 years’ imprisonment in Vietnam the following year. Le Chi Thanh, an anti-corruption activist and social media advocate, has been held at Bangkok’s Suan Phlu Immigration Detention Centre since March 2026 after Vietnamese authorities revoked his passport without notification.

“This repression is no longer contained within Viet Nam’s borders,” the statement said. “Recent high-level state visits between Thai and Vietnamese authorities have signaled a dangerous tightening of bilateral security cooperation, extending beyond legitimate security objectives and encompassing the illegitimate targeting of individuals for political reasons.”

The organizations called on the EU to invoke its recently established Comprehensive Strategic Partnership with Vietnam, arguing that Vietnam’s conduct breaches the human rights commitments embedded in that agreement. They urged the EU to demand that any extradition treaty include provisions barring extradition for political offenses and guaranteeing non-refoulement protections. Neither the Vietnamese nor Thai government had publicly commented on the statement at the time of publication.
