Amnesty International, on Monday, highlighted the urgent need for justice for victims of the rebel armed group Revolution and Justice in the Central African Republic following the arrest of its former leader, Armel Sayo.
Armel Sayo was reportedly detained in Cameroon in January and is being held at a military facility in the Central African Republic capital, Bangui. A judicial investigation has been opened, with Sayo facing charges of war crimes and crimes against humanity, among others. Amnesty International’s Interim Regional Director for West and Central Africa, Marceau Sivieude, noted, “Armel Sayo’s arrest should serve as a reminder that the atrocities committed between 2014 and 2019 by the movement Revolution and Justice have yet to be investigated. Victims have long awaited justice.”
Noting Sayo’s charges were “in relation to the activities of the Military Coalition for the Salvation of the People and Recovery,” Sivieude stated, “We urge courts in the Central African Republic (CAR) to effectively conduct investigations on crimes committed against civilians in these past two decades and not only focus on the most recent crimes and/or infractions against the state.”
Founded by Sayo in 2013, Revolution and Justice was one of several armed groups “driven by criminal, economic or political interests” seeking “control over the country,” as noted in a BTI report. The conflict between the predominantly Muslim Séléka armed rebel alliance and mainly Christian anti-balaka armed rebel groups escalated after the Séléka forces overthrew President François Bozizé in 2013.
In December 2017, Revolution and Justice engaged in a series of violent clashes with the National Movement for the Liberation of the Central African Republic, a rival group in the country’s northwestern region, to establish control over the Paoua region. Both groups are responsible for serious human rights violations, including indiscriminately targeting and killing civilians, looting properties, and burning houses and villages. The UN Office of Humanitarian Affairs estimated that over 60,000 people fled to the town of Paoua, seeking refuge.
In addition to being the leader of Revolution and Justice, Armel Sayo was a former commander of the Central African Armed Forces (FACA) and a politician who served in several different ministerial positions under former presidents Touadéra and Samba-Panza. Sayo was “involved in the 2019 peace process,” resulting in Revolution and Justice’s disarmament. Sayo has since become the leader of another armed rebel faction, the Military Coalition for the Salvation of the People and Recovery (CMSPR), which emerged in May 2024 in opposition to the Central African Government.
