Jurist Rights group urges DRC to end support for armed group over human rights violations

Amnesty International called on the Democratic Republic of the Congo (DRC)’s authorities on Thursday to cease their support for the Collective of Movements for Change-People’s Defence Forces (CMC-FDP), an armed group reportedly backed by the Congolese army, due to its involvement in human rights abuses that may amount to war crimes.

Amnesty International’s regional director for East and Southern Africa said: “It is inexcusable that the Congolese army continues to support CMC-FDP fighters despite their appalling abuses against civilians. .. The Congolese government must immediately end its support and collaboration with CMC-FDP and other abusive Wazalendo groups and hold them accountable.”

The organization stated that the CMC-FDP committed serious human rights violations against civilians in areas controlled by the March 23 Movement (M23), including acts of retaliation against the families of those who joined M23. These violations included sexual violence against women, looting and burning of houses, summary killings of family members of individuals who joined M23, extortion, and ransom. Amnesty International further pointed out that CMC-FDP leaders could be considered complicit in these abuses if they knew that they were taking place but failed to take measures to prevent them.

Additionally, Amnesty International noted that the CMC-FDP is part of a coalition of armed groups that the Congolese army allegedly uses as proxy forces in the ongoing armed conflict against M23. In 2024, the European Union (EU) sanctioned the CMC-FDP’s commander for committing serious human rights violations. Amnesty International also highlighted that the DRC government supports CMC-FDP financially and militarily, providing it with weapons and ammunition, in addition to supporting other local armed groups to back the army’s efforts in combating M23.

However, CMC-FDP denied these allegations, noting that no complaints or official reports have been submitted to internal disciplinary and judicial bodies. The group added that even if such abuses occurred, they would constitute isolated incidents that are contrary to its principles and commitment to respecting human rights and discipline.

The DRC continues to experience persistent armed conflict between military forces and armed groups led by M23, with both sides fighting over territorial control and natural resources despite signing peace agreements. The warring parties have been involved in atrocities against civilians and human rights defenders, including killings, sexual violence, and the destruction of hospitals. In September 2025, the UN found that all parties to the armed conflict in DRC committed violations of international humanitarian law that may rise to the level of war crimes and crimes against humanity. In May 2026, rights groups reported that M23 and other armed groups committed human rights abuses against civilians in eastern DRC and called for the implementation of an accountability process.
