Human Rights Watch (HRW) warned on Thursday that the Taliban have severely undermined media freedom in Afghanistan by closing major news outlets and subjecting remaining ones to surveillance and censorship. The group called on authorities to cease mistreatment of journalists and remove discriminatory restrictions imposed on women reporters.
HRW decried Taliban censorship, which incorporates monitoring of all news content, reviewing reports, requiring authorities’ approval prior to publication, in addition to imposing dress codes on men and women. Taliban officials have also mandated separate workspaces for men and women and have prohibited broadcasting women voices and music. The crackdown has seriously chilled media activity as journalists continue to self-censor and limit reporting to official events and ceremonies. Anyone who has challenges these restrictions risks serious punishments, including detention, death threats, and torture.
The rights group also commented on the arbitrary nature of the restrictions and the lack of uniformity in enforcement. Individual officials have imposed varying media regulations across different provinces, further complicating journalists’ work.
Furthermore, Afghan women have encountered greater challenges and discrimination than men, worsening the already regressive state of women’s rights in the country. The organization reported that the Taliban reduced women’s representation in media by banning television programs featuring women, preventing women journalists from working equally with men, and imposing restrictions on women speaking to journalists.
Restrictions on media workers have extended to exiled Afghan journalists who left the country after the Taliban assumed power. These exiled journalists have suffered precarious conditions, including limitations on movement, denial of refugee status renewal, and fear of retaliation for criticizing Taliban authorities. They also face the risk of forced deportation by host countries.
In order to remediate the situation, HRW proposed a set of recommendations to the Taliban, urging them to release unjustly arrested journalists and to end arbitrary detentions of media workers. The group demanded that authorities lift all discriminatory restrictions on women journalists and end constraints on reporters’ freedom of movement. Lastly, it argued for Afghan reporter-access to official information and events.
The human rights situation in Afghanistan has deteriorated since the Taliban took control in 2021, marked by intensified crackdowns on women’s rights and increased restrictions on the press and freedom of expression. A UN report has condemned dwindling press freedoms and the increasingly repressive environment for Afghan journalists.
