Jurist Rights group says July 2021 protesters in Cuba endured human rights abuses in prison

Human Rights Watch (HRW) published a report on Friday stating that protesters detained for participating in the July 2021 demonstrations in Cuba have experienced significant human rights abuses in prison. The organization also condemned the harassment of prisoners who were released and called on foreign states to support human rights activists in Cuba.

HRW described the arrests of Cuban nationals for their participation in the July 2021 protests as arbitrary and highlighted the human rights violations they endured while in detention, including poor prison conditions. Former detainees interviewed by HRW reported experiencing beatings and living in unsanitary conditions within overcrowded cells, with insufficient access to food and water. They noted outbreaks of diseases such as tuberculosis, scabies, and COVID-19, with no access to medical treatment. Furthermore, prisoners who complained about these poor conditions or food shortages faced punishment in solitary confinement.

Furthermore, the rights organization pointed out that abuses also continued for some prisoners who were released in January, following a mediation process led by the Vatican. Former political prisoners confirmed to HRW that their release came with strict conditions, including a ban on associating with opposition groups, restrictions on movement, and the obligation to obtain permission from a municipal court before leaving their municipalities. According to HRW, these restrictions were sometimes informal and arbitrary, as they were not documented in official court orders. Additionally, three prisoners released in January were rearrested for violating the terms of their release, including dissident Félix Navarro, who was sentenced to eight years in prison in 2022 for his role in the July 2021 protests.

Finally, HRW called on governments in the Americas, the European Union, and Canada to condemn the alleged human rights abuses perpetrated by the Cuban government, urging them to increase their support for independent human rights groups and journalists in the country.

Cuba is currently facing an economic crisis described as the worst since its independence, characterized by high poverty rates, inflation, and shortages of food and medicine. In 2021, mass demonstrations erupted in the country in protest of the government’s handling of the economic and health crises as well as its human rights abuses, demanding improvements in living conditions. In response, the Cuban government repressed the protests and conducted hundreds of arrests, which drew criticism from human rights organizations.

When Cuba agreed to release 533 prisoners arrested during the 2021 protests in January, following negotiations with the US and the Vatican, former US President Joe Biden removed Cuba from the US terrorism blacklist to support these efforts. However, the current US government announced plans to reinstate Cuba as a State Sponsor of Terrorism, raising concerns from the United Nations about the impact of this decision on the already deteriorating humanitarian and economic situation in the country.
