Amnesty International stated on Tuesday that fighters from the Allied Democratic Forces (ADF), an armed group active in eastern Democratic Republic of Congo (DRC), committed numerous human rights abuses against civilians in the region that amount to war crimes and crimes against humanity.
The organization based its statement on its newly released report, which documents violent acts committed by the ADF in eastern DRC, including shootings of civilians, abductions and hostage-taking, recruitment of children, and violence against women and girls. Amnesty International stressed that these abuses violated international humanitarian law, with many acts constituting war crimes and crimes against humanity.
Amnesty International interviewed 71 people from North Kivu province in DRC, including witnesses, survivors of previous attacks, civil society members, and also security officials, who asserted that targeted violent attacks against civilians were a distinctive pattern of ADF’s tactics. The report detailed that these fighters deliberately shot at citizens, including children, not only to steal food and other supplies but also in retaliation for state military operations. In addition, the organization documented multiple cases of abductions, with victims subjected to torture and other physical abuses. Abducted women and girls experienced sexual violence on top of physical abuse, and faced threats of death if they attempted to escape.
Furthermore, ADF fighters looted victims’ houses, destroyed health care facilities, and recruited children to fight in their ranks and for various other roles. Agnès Callamard, Amnesty International’s Secretary General, said : “The group’s relentless attacks underscore the extent of insecurity and overlapping crises in the eastern DRC and highlight the urgent need for the government and the international community to intensify efforts to protect civilians and bring those responsible to justice”.
Consequently, Amnesty International urged DRC authorities to increase their efforts to protect civilians from atrocities and to cooperate with the UN local communities to improve early warning mechanisms as well as provide rapid responses ahead of attacks. It also called for the implementation of a comprehensive approach to security and accountability, as well as the creation of a reintegration programme for survivors.
The ADF is an armed group of Ugandan origin that operates in eastern DRC and which has been part of the ongoing conflict between armed groups and security forces. The group has previously been sanctioned by the UN’s Security Council for serious violations of international law. In September 2025, a UN rights group released a report indicating that all warring parties in the DRC committed serious violations of international humanitarian law. Despite attempts to restore peace and security in the country, the interim head of the UN stabilization mission in DRC, MONUSCO, warned that the country continues to face a security crisis amid escalating violence.
