Amnesty International called on Wednesday for investigations into deadly attacks carried out by the paramilitary group Rapid Support Forces (RSF) against a refugee camp in Sudan’s North Darfur State. It stated that these attacks may constitute war crimes and called for an immediate end to the ongoing conflict.
According to Amnesty International’s report, the RSF, armed with explosive weapons, attacked the Zamzam camp for internally displaced people in North Darfur State from April 11 to 13. Civilians in the Zamzam camp were killed and deprived of items essential for their survival. RSF fighters fired indiscriminately at civilians in their homes and while they sought refuge in a hospital and a mosque. The RSF also deployed explosive weapons in densely populated areas and destroyed homes, markets, schools, religious sites, and health care facilities vital to survival. The attack caused an internal displacement crisis, forcing 400,000 people to flee the camp between April 13 and 14. The report stressed the urgent need for thorough investigations into the crimes committed during and after the assault, and emphasized the importance of holding all those responsible accountable.
Amnesty International’s Secretary General, Agnès Callamard, stated that ending the RSF’s violations requires cutting the flow of arms to the warring parties, which would require expanding the current arms embargo to the rest of Sudan. Callamard called on all countries to refrain from fueling the ongoing armed conflict and urged foreign countries to cease transferring weapons and ammunition.
The assault formed part of the RSF’s wider military campaign to capture the capital of North Darfur State, El Fasher. The armed group’s actions may constitute war crimes under international humanitarian law. The UN launched a fact-finding mission in November to investigate the alleged violations. The International Criminal Court (ICC) also expressed serious concern about the mass killings, sexual violence, and summary executions against civilians during the occupation of the capital.
The armed conflict between the Sudanese Armed Forces and the RSF began in April 2023 and has plunged Sudan into a severe humanitarian crisis marked by famine and disease outbreaks, with nearly two-thirds of the population requiring humanitarian aid.
