Mayor of Pataz, Aldo Carlos Mariño, stated on Tuesday that President Dina Boluarte privately promised a full investigation into the killing of 13 miners but contradicted that commitment by publicly announcing the continuation of previously ineffective measures. Despite the Province of Pataz being under a failed state of emergency for over a year, Boluarte shifted from pledging real intervention to merely halting mining activity, imposing a curfew, and deploying military forces already supposed to be present in the area.
On Sunday, the mining company Poderosa reported the recovery of the bodies of 13 workers who had been kidnapped by illegal miners, bringing the total number of such victims to 39 so far this year. In response to Boluarte’s lack of immediate action, Mayor Mariño issued a public outcry, “Heartless officials of the central government, pay attention to this province. We give everything to the country, all the gold, yet we ask only for the development in return. Don’t be so miserable”. Wounded victims from the attack could not be evacuated due to broken ambulances, a lack of hospitals, and the absence of even a single centimeter of paved roads.
The following day, Mayor Mariño received a threatening notarized letter from the manager of Poderosa. Struggling to reach a consensus, he formally requested that Boluarte involve the Department of Criminal Investigation (DEPINCRI) and the national intelligence service instead of repeating the same ineffective measures. During a private meeting held between Pataz authorities and the president, Boluarte agreed. However, after the delegation left the Government Palace, they learned through the media that she had already held a press conference earlier that day announcing the same ineffective actions, without any mention of an investigation.
During the press conference, President Boluarte placed blame on the Public Ministry for the 2023 release of “Cuchillo”, the criminal allegedly responsible for the recent killings, and criticized the congress for failing to approve her urban terrorism bill and for censoring her ministers, same ones that are now openly criticizing her current approach. Interior Minister Walter Ortiz acknowledged that the state of emergency is ineffective and stated that the possibility of declaring a state of siege in Pataz is under evaluation. Congressman Jorge Montoya added that the government lacks a real strategy and is militarily improvising, noting that at least 2,000 military personnel would be needed to just properly secure the area.
As of now, the only notable announcement from President Boluarte is a document issued by the Ministry of Economy and Finance (MEF) authorizing the doubling of her presidential salary from the equivalent of 14 minimum wages to nearly 32, justified as being “in accordance with her level of responsability and representative role”, despite the ongoing crisis. With public disapproval of the president remaining high at 94 percent, citizens are questioning whether this decision reflects a disconnect from the country’s urgent needs and growing insecurity.
