The European Network of Afghanistan War Victims on Wednesday supported the International Criminal Court (ICC) arrest warrants for the two Taliban leaders and highlighted the need for both the ICC and International Court of Justice (ICJ) to hold Taliban institutions accountable for international crimes.
The European Network of Afghanistan War Victims stressed that the international community should respect the ICC’s arrest warrants, stating:
The ICC issued arrest warrants on July 8, 2025, against Haibatullah Akhundzada, the supreme leader of the Taliban, and Abdul Hakim Haqqani, the chief justice of the Taliban. The arrest warrants concern the crime against humanity of persecution (Article 7(1)(h) of the Rome Statute) and claim that the Taliban had particularly targeted women and girls by reason of their gender, taking away their human rights. The ICC illuminated that the Taliban “severely deprived, through decrees and edicts, girls and women of the rights to education, privacy and family life and the freedoms of movement, expression, thought, conscience and religion.” For example, the Taliban’s “Law on Promoting Virtue and Preventing Vice” banned women from speaking or showing their uncovered faces in public.
Article 7 Rome Statute requires crimes against humanity to be committed as “part of a widespread or systematic attack directed against any civilian population, with knowledge of the attack.” The European Network of Afghanistan War Victims argued that gender-based persecution and violence against women as well as other minority and marginalised groups are extensively and systematically committed by the Taliban. Various governmental institutions are allegedly systematically involved in committing these alleged crimes. The network emphasized the role of the ICC and ICJ to introduce mechanisms that allow the institutions and their leaders to be held accountable for the alleged crimes. Furthermore, the network highlighted that other international crimes, such as the genocide and war crimes committed after May 2003, should be assessed by the ICC alongside the arrest warrants that were issued.
The European Network of Afghanistan War Victims is a primary actor in ending impunity for war criminals and holding them responsible for their crimes. The network aims to protect human rights and advance justice, particularly with respect to the rights of women, children and various minority groups.

In the absence of such conditions, the normalisation of relations with the Taliban must be strictly avoided.
