On Thursday, Amnesty International called upon the new regime in Syria to provide requisite support to people who were detained and subjected to torture in its military prisons.
Survivors of Syria’s detention system face severe mental and physical consequences due to the torture they experienced and lack adequate support. Bissan Faikh, a campaigner at Amnesty International, elaborated on the issue:
On December 8, 2024, rebels of the Hayʼat Tahrir al-Sham (HTS) movement overthrew Assad’s regime and took control of Syria. A new government has been in place since March 29, 2025. Since then, it has issued a “constitutional declaration” that, among other things, prohibits torture and has committed to never using the prison facilities for such detentions again. It also established a Transitional Justice Commission, to help survivors come to terms with their suffering and ensure accountability. Volker Turk, the UN High Commissioner for Human Rights, has applauded this step as “integral for building a better future for all Syrians.” However, recent cuts to foreign aid by countries like the US have made it more difficult for the region to recover and have disrupted the function of healthcare and humanitarian support facilities.
The call by Amnesty International coincides with the International Day in Support of Victims of Torture. The observance occurs on June 26 every year and calls for an end to torture and improved access to rehabilitation and justice for torture survivors.

From 2000 to December 2024, President Bashar Al-Assad led the Syrian government and was accused by many of flouting the humanitarian rights of its citizens. According to data collected by Amnesty International, torture, arbitrary detentions, and disappearances were common under Assad’s rule. In 2011, there was a wave of such detentions in response to the Arab Spring and Syrian’s demand better living conditions. For years the stories of torture, enforced disappearances and mass hangings in secret in Syria’s detention centers made the blood run cold… The Syrian government is struggling with a myriad of economic and political challenges, but it must still, without any delay, ensure that all those suspected of criminal responsibility for torture and other international crimes are brought to justice in fair trials before ordinary civilian courts.
