Human Rights Watch (HRW) concluded Wednesday that Rio de Janeiro police obstructed their body cameras during a 2025 raid that killed 122 people, and that none of the footage it reviewed shows the killings.

The yearlong investigation found that police breached orders from Brazil’s Supreme Federal Court and their own protocols during Operation Containment, carried out October 28, 2025, in the Penha and Alemão complexes. “Our investigation shows police flouted the law and their own protocols during the disastrous raid,” said César Muñoz, HRW’s Brazil director.

A 2021 state law and the court’s orders require Rio police to wear body cameras, yet the Rio government said only about 23 percent of the roughly 2,500 officers in the operation did. HRW analyzed 4,400 hours of footage from 527 Military Police officers. It found that officers blocked lenses, mounted cameras where they could not record, or left them in vehicles, and that others switched cameras on before the operation, draining the batteries. According to HRW, 36 percent of gunshot clusters heard on the cameras of officers in the Battalion of Special Police Operations came while the cameras were obstructed.

HRW said Civil Police gathered preliminary information, including who delivered victims to the hospital, for only two of the 117 non-police victims. Only seven suspects were taken to a hospital and later arrested, compared with the 117 non-police victims killed.

More than 85 percent of non-police victims were Black, according to autopsy records. More than 40 percent were shot in the head, and nearly 75 percent had at least one entry wound on the back side of the body. Experts from the Independent Forensic Expert Group consulted by HRW concluded that many victims appear to have been deliberately targeted.

The Rio government told the court that technical problems prevented dozens of cameras from working that day, according to HRW, and the chief of the Military Police told reporters that batteries may have died before the raid ended. Civil Police told HRW that nothing indicates its protocol for handling police killings was ignored. Prosecutors have charged 19 officers with offenses including breaking into homes, theft, and camera tampering, but none with unlawful use of force.

Police set out to serve 100 arrest warrants on suspected Red Command members, but HRW said police records show only 17 arrests of people with warrants. UN experts called for a swift and effective investigation and HRW flagged investigative failures within days of the raid. In May, HRW urged Rio’s acting governor to guarantee fully independent forensic services.

HRW called on federal and state prosecutors to open criminal and civil proceedings against those responsible, including senior officials and police commanders. It said Rio’s next governor, who takes office January 6, 2027, should introduce a bill separating forensic services from the Civil Police. The 19 charged officers now await trial.
