Jurist Haiti specialized courts must ensure justice for child victims: Amnesty

Amnesty International on Thursday welcomed Haiti’s announcement of specialized judicial units to address human rights abuses in the country and called for the prioritization of justice for Haitian children.

The Haitian government announced two specialized judicial centers last month, responsible for “handling cases related to organized financial crimes,” illegal arms trade, “sexual violence” and trafficking, and other human rights abuses. The hubs will comprise of 25 magistrates.

Amnesty International Americas director Ana Piquer said that the judicial hubs are a “necessary step in the fight against the widespread impunity that has enabled serious abuses against thousands of victims in Haiti.” However, the group highlighted the numerous crimes against children, including widespread “sexual violence and the recruitment and use of children by gangs for criminal purposes,” and emphasized that proper programs are necessary in prioritizing and addressing this.

The organization urged Haitian authorities to prioritize the creation of these specialized hubs, and “investigate and prosecute grave human rights violations … [and] abuses against children in the context of gang violence in Haiti.”

According to UNICEF’s “Child Alert” report on Haiti, children in the country are being “directly targeted” and exploited, in addition to the indirect impacts of the country’s humanitarian and security crisis. According to the report, armed groups are committing “grave violations of children’s rights,” with “the scale and severity of violence against children and woman [having] reached alarming levels.”

Amnesty International also called on the government to ensure that the judicial units are “independent, have sufficient resources, and are staffed by personnel trained in human rights-based, trauma-informed and child-sensitive procedures.”

The organization also urged the international community to provide financial and technical support to ensure that the courts are effective and independent. The UN also emphasized the importance of independence, competence, and impartiality.
