Following it findings in World Report 2026, Human Rights Watch (HRW) on Wednesday urged Brazilian authorities to address state corruption and implement policies to prevent police abuses.

The report detailed instances of police brutality against civilians and how “public security strategies based on unchecked use of lethal force by police have failed again and again to make Brazilian neighborhoods safer.” The group contended that civilian human rights are being undermined by “abuses committed by the police” and “corruption within the force,” fostering local distrust of law enforcement.

Findings showed that “between January and November 2025, police killed 5920 people,” with Black Brazilians being disproportionately targeted.

Within the same period “171 police officers were killed and another 119 died by suicide.” HRW highlighted inadequate support for police officers and poor public security strategies that increase the risk of shootouts and violence.

The report recommended that political candidates address these concerns by “putting forward security and justice proposals grounded on human rights” while ensuring that corruption and criminal enterprises such as “trafficking, money laundering, and criminal organizations’ income streams” are targeted.
