Amnesty International, in a joint statement on Friday, condemned Israel’s persistent violations of the Gaza ceasefire agreement, and warned that such violations render the ceasefire meaningless.

Amnesty International called for the ceasefire to be respected, and demanded accountability:

The persistent failure to hold Israel accountable and press Israel to comply with the International Court of Justice (ICJ)’s binding orders continues to fuel the atrocity on a mass scale against Palestinians.
Amnesty International joined over 100 organizations in warning that “killing and deprivation” have continued in Gaza despite the ongoing ceasefire agreement and “must not be normalized”. The groups decried the ongoing violence against civilians, including children, destruction of housing and civilian infrastructure, shortage of food and medical supplies, restrictions on aid, and worsening humanitarian crisis, noting that the humanitarian situation has not improved since October 2025 when the ceasefire took effect.

CEO of Save the Children, Inger Ashing, commented that “a ceasefire is meaningless if children are still being killed and families are still unable to rebuild their lives. Since the ceasefire was announced, nearly one child has been killed every day.”

The 2025 ceasefire agreement was brokered by the US Board of Peace, led by President Trump, and formed part of the wider “Gaza Peace Plan“. Article 3 of the peace plan outlined that “all military operations, including aerial and artillery bombardment, will be suspended, and battle lines will remain frozen.” However, since the agreement, bombardments and attacks from Israel have only intensified.

Gaza’s Government Media Office reported that, as of September 2026, there have been 5,147 Israeli ceasefire violations since 10 October 2025. It warned that the humanitarian situation will become catastrophic as winter approaches.

In April 2026, two Palestinian humanitarian aid workers who were delivering water were killed by Israeli fire. In August 2026, the UN raised alarm at reports of civilian killings and injuries by Israeli “airstrikes, shelling, and gunfire”. Strikes have continued on active classrooms and school buildings, putting Palestinian children at risk of injury and death.

At the UN Security Council meeting in August, Israel’s representative responded to the criticism around its adherence to the ceasefire agreement, stating that while “the civilians of Gaza are not Israel’s enemy”, Hamas’s “disarmament must come first”, arguing that Hamas has committed ceasefire violations. Israel’s representative also asserted that, since the ceasefire, “600 aid trucks” have entered Gaza as they prepare for winter.

In Friday’s joint statement, The Norwegian Refugee Council noted that “a full year after the ceasefire was signed…families are still being forced to make impossible choices, between sheltering in damaged and dangerous buildings or living in tents facing unbearable temperatures.”

Targeted attacks on civilians and any civilian objects directly contravene the Fourth Geneva Convention 1949. Article 8 of the Rome Statute outlines that grave breaches of the Geneva Convention, namely attacks on civilians and protected property, constitute war crimes. Israel is currently subject to ongoing proceedings before the ICJ, concerning violations of its obligations under the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip, brought by South Africa in 2023.

Since the start of the Israel-Hamas war, the current death toll is an estimated 74,386 casualties, with 20,179 of these being children.
