Haitian National Police on Monday announced the arrest of five people and two employees of the Institute for the Safeguarding of National Heritage (ISPAN) involved in a stampede at the Citadelle Laferrière.

The incident at the mountaintop heritage site was reportedly a result of “severe overcrowding, linked in particular to deficiencies in crowd management measures” which “triggered a stampede.”

The Haitian National Police announced that it opened an investigation and confirmed 25 deaths in addition to 30 injured. On Monday, a press release revealed that five police officers from the Milot City Hall are among the seven arrested, in addition to the two ISPAN employees. It stated that the arrested persons are held in custody at the Central Police Station.

Ministry of Culture and Communication (MCC) on Tuesday announced the dismissal of the two directors who allowed access to the heritage site on April 11. MCC’s press release condemned the disaster, which it described as a “spectacular desecration” of the citadel, and expressed outrage at the loss of life that resulted. The ministry announced that the tragedy is believed to be a “result of administrative misconduct” and acknowledged “a failure in the departmental structures” of ISPAN.

The press release also announced its dismissal of the departmental director of ISPAN, whom was “found guilty of serious negligence.”
