Casinos in Cambodia operate free from state intervention despite being linked to human rights abuses, warned Amnesty International on Thursday.

The human rights organization said at least a dozen casinos are connected directly to scamming compounds, where torture, forced labor, child labor, and human trafficking have occurred. Amnesty’s Co-Regional Director Montse Ferrer called out the Cambodian government for not only being complicit in these abuses, but “legitimizing” them, stating:

At a time when the government says it is dismantling the scamming industry, the evidence shows it is simultaneously recognizing the plans for casino properties where abusive scamming compounds are run… This contradiction raises urgent questions about whether Cambodian regulators are legitimizing companies linked to grave abuses. The authorities must explain why casinos with documented links to trafficking and torture continue to receive official approval.
In June 2025, Amnesty visited more than 50 scamming compounds over a period of 18 months. It published its findings in a 242-page report, which detailed horrific experiences of victims at the compounds as well as several international law violations. Often abuse was facilitated by private security guards, who have no lawful authority to deprive people of liberty except in very narrow circumstances.

The US Department of State also published its own trafficking report on the country, finding that the Cambodian government has not specifically reported prosecuting any labor traffickers since 2022.

“The Government of Cambodia does not fully meet the minimum standards for the elimination of trafficking and is not making significant efforts to do so,” the report read.

Two survivors told Amnesty that they were confined for months, threatened with shock batons, and forced to open bank accounts used to launder money. Crying, one survivor reflected, “The guards would enter the room and trigger the shock batons … it made a terrible sound. The children in the room were crying.”

Another said that she was trafficked at the age of 18 and forced to work on scams. If she tried to escape, she was severely beaten. Many individuals were lured to these scamming compounds by way of false advertisements on various social media platforms.

Following Amnesty’s 2025 report, Cambodian authorities said they had arrested more than 1,000 people in compound raids in at least five provinces and have continued to crackdown on these centers. However, many continue to claim that the government is still complicit in compound human rights abuses.
