Venezuelan lawmakers on Tuesday announced that over 3,000 people have obtained full freedom under implementation of the country’s newly signed amnesty law, which was unanimously adopted and came into effect last week.
Deputy Jorge Arreaza, president of the Special Commission for Monitoring the Amnesty Law for Democratic Coexistence, announced in a press release that more than 4,000 amnesty applications have been submitted since the enactment of the law, with 179 incarcerated persons and 3,052 individuals under precautionary measures granted amnesty to date. He extended gratitude to the Supreme Court, the Prosecutor’s Office, and the Ombudsman’s Office for their “extraordinary” pace in processing the amnesty applications.
The Amnesty Law for Democratic Coexistence aims to “grant a general and full amnesty” to those who are prosecuted or may be convicted for the commission of political or related crimes between January 1, 1999, and when the law came into effect. The law excludes serious crimes, including intentional homicide, corruption, drug trafficking, crimes against public property, and serious human rights violations.
Acting President Delcy Rodríguez called the amnesty law a “strategic tool” to prevent political violence and hate crimes in national territory, and to usher in an environment of “peace, sovereignty, and mutual recognition.”
Venezuelan rights organization Foro Penal commented that courts “seem to be more organized” in receiving amnesty requests. The group, however, noted that some “human rights organizations and families have expressed concerns about delays in the processing of applications…and about the difference between the official figures and those verified by independent NGOs.” As of Tuesday, Foro Penal verified that 109 incarcerated people have been granted full freedom.
