The US Attorney for the Eastern District of Texas announced on Tuesday that the US District Court for the Eastern District of Texas sentenced former Guatemalan congressman Jose Armando Ubico Aguilar to 18 years in prison for international drug trafficking. US District Judge Michael Truncale rendered the verdict on February 11 after Ubico Aguilar pleaded guilty to being involved in an international drug trafficking conspiracy.

Acting US Attorney Abe McGlothin Jr. stated that Ubico Aguilar’s sentencing demonstrates “the commitment of the Eastern District of Texas United States Attorney’s Office to identify, disrupt, and dismantle Transnational Criminal Organizations.” He explained that Ubico Aguilar used his position as a congressman, along with other Guatemalan officials, to collaborate with international drug traffickers and form a transnational criminal organization to facilitate the entry of cocaine shipments into the US.

The case dates back to March 2021, when the Eastern District of Texas charged Ubico Aguilar with federal drug trafficking violations. Three years later, the Guatemalan congressman arrived in the US and pleaded guilty to being part of an international narcotics trafficking organization. His role involved communicating information regarding drugs and US currency to another Guatemalan official on behalf of a global drug trafficker. Through his actions, he enabled the safe shipment of 450 kilograms of cocaine from Guatemala to the US.

Ubico Aguilar’s arrest followed thorough investigations conducted by the Organized Crime Drug Enforcement Task Forces (OCDETF) in collaboration with other national and international entities such as the US Drug Enforcement Administration (DEA)’s Dallas Division, the DEA’s Guatemala City Country Office, the FBI’s Dallas Field Office, and the Homeland Security Investigation’s Dallas and Guatemala Field Offices.

Ubico Aguilar joined the Congress of the Republic of Guatemala in 2012 as a parliamentary assistant before becoming a congressman in 2016. He also served as president of the Culture Commission of Congress and the National Defense Commission from 2016 to 2020.

This is not the first time that a Guatemalan national has been sentenced to prison for drug trafficking. In February 2024, a federal court sentenced Josue Adan Lemus-Lara, the leader of a transnational drug trafficking organization, to 260 months in prison for a maritime cocaine trafficking conspiracy. According to the US Department of State, Guatemala constitutes a transit country for illegal drugs destined for the US. One of the main factors that allow narcotics trafficking to thrive in Guatemala is the lack of law enforcement and the prevalence of institutional corruption.
