The Office of the UN High Commissioner for Refugees (UNHCR) warned on Friday that severe funding shortfalls are stripping away essential protections for the world’s most vulnerable refugees and leaving them increasingly exposed to abuse, poverty, forced returns to unsafe conditions, and the threat of embarking on dangerous journeys in search of safety.

In the face of shrinking global solidarity, the UNHCR said it is being forced to dismantle the very programs that offer protection, dignity, and survival. Safe spaces for women, legal aid for asylum-seekers, and psychosocial support for children who have fled war and violence are vanishing in some of the world’s most fragile regions.

UNHCR Director of International Protection Elizabeth Tan noted that refugees “arrive across borders traumatised, often after experiencing torture or persecution, and they need specialised support – including mental health care.”

As funding continues to dry up, Tan said that thousands of refugees are finding themselves caught between danger and despair. Some may be forced to return to countries still plagued by conflict and instability, risking their safety in the absence of viable alternatives. Others, ready and willing to go home, are left in limbo with no means to do so.

Across South Sudan, for example, three out of four UNHCR centers once serving women and girls are shuttered. Up to 80,000 survivors of sexual violence are now left without medical care, counseling, or even a safe place to sleep. In the Eastern Horn of Africa and Great Lakes region, one million displaced children, many traveling alone, now face an increased risk of exploitation and abuse. In Jordan, 200,000 vulnerable women and children lost access to critical assistance after 63 support programs closed.

The UNHCR has also been forced to suspend the biometric registration of asylum-seekers in countries like Mali, meaning nearly 20,000 people have no legal recognition and are shut out of work, healthcare, and even basic shelter. In the Democratic Republic of the Congo, 85 percent of young refugee children under age four are now at risk of becoming stateless, their births unregistered due to suspended outreach programs.

Under Article 33 of the 1951 Refugee Convention, it is illegal to forcibly return someone to a country where they face persecution. However, without border monitoring, legal assistance, or registration systems, enforcing that protection becomes nearly impossible. For 75 years, UNHCR has stood at the frontlines of protection, offering shelter and finding solutions. Tan warned: “Without international solidarity and burden-sharing, the institution of asylum is under threat.”
