The UN Security Council on Thursday announced its adoption of Resolution 2799, which aims to remove two individuals, including current President Ahmed al-Sharaa, from its sanctions list on the Islamic State in Iraq and the Levant (ISIL/Da’esh) and Al-Qaeda, in a move widely celebrated as a revival of Syria’s economy.

14 members of the council voted in favor of the resolution. China abstained from the vote, stating that the US-sponsored resolution did not fully heed the views of all the members and compelled the council to take action despite huge differences among members in an attempt to serve its own political agenda.

Syria’s delegate, Ambassador Ibrahim Abdulmalik Olabi, hailed this recent development, stating: “We consider [this resolution] a sign of a growing confidence in the new Syria, its people and its leadership.”

The fall of former Syrian President Bashar al-Assad and his authoritarian government in early December 2024 marked a new beginning for the country in restabilizing various critical sectors. Various countries, such as the United States and the United Kingdom, lifted measures on such sectors, covering around 15 billion USD in restricted assets and trade measures in May of this year. Other countries such as Saudi Arabia, Türkiye, and Qatar have also joined the international effort to provide meaningful aid to Syria, pledging to fund public salaries and energy infrastructures that have been largely debilitated due to the decades-long war. However, the efficiency of global operations has been impacted by the proscription of the offensive group that successfully toppled al-Assad’s government, Hayat Tahrir al-Sham, as a terrorist organization.

The US and the UK were among the first countries that voluntarily removed their designation of the group as a terrorist organization, a decision that will allow for more humanitarian assistance to enter the country and further safeguard human rights.

In commenting on the adoption of this resolution, Algeria’s representative emphasized the need to provide comprehensive support to Syria while not infringing on the country’s sovereignty and territorial integrity. Syria’s economy under al-Assad was characterized by devastating decline, largely as a compounded effect of the civil war, international sanctions, and corruption in government. In 2024, the World Bank stated the Syrian economy shrank by 54 percent between the years of 2010 to 2021, with reductions in social security and food and gas subsidies, leaving over 90 percent of the population living below the poverty line.

Resolution 2799 will be issued under Chapter VII of the UN Charter, which empowers the Security Council to maintain and restore international peace and security when faced with threats, breaches of peace, or acts of aggression.
