Jurist UN raises red flag over worsening security and rights conditions in South Sudan

UN High Commissioner for Human Rights Volker Türk expressed deep concern on Friday over the escalating hostilities in South Sudan since February, warning that the hostilities could further worsen the country’s severe humanitarian crisis.

In recent weeks, fighting between the South Sudan People’s Defence Forces (SSPDF) and the Sudan People’s Liberation Army-In Opposition (SPLA-IO), along with their respective allied armed groups, has escalated significantly. At least 75 civilians have been killed and 78 injured in the fighting, and thousands more have been displaced from their homes.

Türk stated that the escalation of hostilities “portend a real risk of further exacerbating the already dire human rights and humanitarian situation,” urging the involved parties to adhere to the 2018 peace agreement that ended years of civil war and established a transitional unity government.

In addition to the violence, the UN also raised alarm over the arbitrary arrest of at least 55 high-ranking officials affiliated with the SPLM-IO, the political wing of the opposition. Türk called for those arbitrarily detained to be immediately and unconditionally released, and he urged the government to allow the UN Mission in South Sudan access to National Security Service detention facilities to assess the condition of detainees.

OHCHR Spokesperson Seif Magango also called on South Sudanese authorities to take meaningful steps to counter the spread of hate speech, which has increased amid the political and military tensions.

South Sudan’s current crisis follows a fragile peace process initiated by the 2018 agreement, which sought to resolve the conflict that erupted in 2013 between supporters of President Salva Kiir and then-Vice President Riek Machar. Despite the formation of a unity government, tensions between factions have persisted, and progress on implementing key elements of the agreement remains uneven.

The UN and human rights groups have called on all parties to respect international humanitarian law, protect civilians and civilian infrastructure, and ensure unfettered access for humanitarian actors. With the rainy season approaching and food insecurity already affecting millions, humanitarian agencies warn that any further disruption could lead to severe consequences for the population.
