UN officials and human rights organizations have raised alarm over Iran’s response to nationwide protests, warning that the use of lethal force by security forces may constitute serious violations of international law.

Assistant Secretary-General Martha Pobee briefed an emergency meeting of the UN Security Council on Thursday, describing the situation in Iran as “fluid and deeply concerning.” The meeting, requested by the US, followed nearly three weeks of unrest that began in late December over worsening economic conditions and has since evolved into the largest anti-government protests since demonstrations sparked by the 2022 death of Jina Amini in police custody.

Pobee noted that protests have reportedly eased in recent days but continue at a smaller scale amid ongoing violence. She expressed concern over public statements suggesting possible military strikes against Iran, warning that such rhetoric “adds volatility to an already combustible situation.” UN Secretary-General António Guterres continues to urge restraint and maintains that issues related to Iran, including the protests and nuclear file, should be addressed through diplomacy and dialogue.

Human Rights Watch (HRW) said Friday that Iranian security forces carried out mass killings of protesters after demonstrations escalated on January 8. The organization reported that thousands of protesters and bystanders are believed to have been killed nationwide, although the full scale of the violence remains obscured by internet shutdowns and communication restrictions.

According to HRW, security forces used lethal force in a coordinated manner across multiple provinces, including Tehran and Kermanshah. The group documented gunshot wounds to protesters’ heads and torsos and verified videos showing hundreds of bodies in civilian clothing at Tehran’s Kahrizak Forensic Diagnostic and Laboratory Center.

HRW program director Lama Fakih called the killings “unprecedented” and urged UN member states to convene a special session of the UN Human Rights Council and reinforce accountability mechanisms, including the International Independent Fact-Finding Mission on Iran. Iranian authorities have rejected allegations of systematic abuses, claiming security forces acted against “terrorists” and “rioters.”

US Ambassador Mike Waltz told the Council that Iran’s repression of its population has implications for international peace and security. Civil society briefers urged concrete international action to ensure accountability.
