The interim United Nations (UN) Special Coordinator for the Middle East Process warned the UN Security Council on Wednesday that Gaza’s population is being “starved and denied the very basics,” with the region at a dangerous crossroads.

Sigrid Kaag called the crisis “manmade,” accusing Israel of devastating strikes on civilians and obstructing aid. With nearly the entire population facing famine, Kaag stressed that humanitarian aid “cannot be negotiable.”

Citing October 7th attacks by Sunni Islamist group Hamas, Kaag also reiterated calls for Hamas to release hostages and cease rocket fire. However, she insisted that security “cannot be achieved solely through force” and pushed for a revived path to a two-state solution based on international law, UN resolutions and state agreements.

Following Kaag’s comments, Dr. Feroze Sidhwa, a U.S. surgeon who volunteered in Gaza, echoed concerns about the region’s critical condition. He described working without electricity or anesthesia while treating children and pregnant women with severe injuries. “My patients were six-year-old children with shrapnel in their hearts and bullets in their brains, pregnant women with shattered pelvises and [fetuses] split in two in the womb,” he testified to Council ambassadors.

Reactions among Security Council Members diverged. The U.S. affirmed support for Israel and criticized Hamas for prolonging the war. The U.K. called for an immediate ceasefire, and Algeria accused Israel of deliberately targeting civilians.

Riyad Mansour, Permanent Observer of the State of Palestine, decried the inaction of the Council, stating, “How much more do you want?”

Danny Danon, Israel’s ambassador to the UN, countered that aid is flowing and blamed Hamas for disrupting distribution.

A June peace conference on the two-state solution, co-chaired by France and Saudi Arabia, could offer a chance to revive talks, Kaag said, adding, “International alignment and engagement are critical,” and “Statehood is a right, it is not a reward.”
