UN High Commissioner for Human Rights Volker Türk called on Guinean authorities on Friday to lift restrictions on political participation and to halt the intimidation of political actors and activists in the run-up to the presidential election scheduled for December 28.
In his statement, Türk noted that Guinean authorities imposed severe restrictions on civil and political spaces and have conducted an intimidation campaign targeting political actors, which installed a climate of fear among the population. These measures included bans on opposition parties, enforced disappearances of political activists and journalists, and media censorship.
The UN commissioner highlighted the numerous cases of alleged enforced disappearances of activists, journalists, opposition figures, and their family members, whose cases remain unresolved. This includes the disappearance of the relatives of Elie Kamano, a Guinean opposition figure, whose sons and nephews were taken by unidentified armed men in November. The father of a Guinean journalist, named Maoudou Babila Keita, was also kidnapped by unknown people last September, which he described as retaliation and an attempt by authorities to intimidate him.
Türk underscored that the timing and the nature of these incidents not only intimidate political figures but also disrupt electoral campaigns and deter voter mobilisation, which undermines the credibility of the electoral process. Consequently, he called on Guinean authorities to investigate the cases of enforced disappearances, determine the whereabouts of those who were allegedly kidnapped, and hold accountable all those involved. He also demanded that authorities implement a safe environment that encourages political participation in the electoral process and ensures the protection of the rights to freedom of expression and peaceful assembly.
Guinea is expected to hold its first presidential election since the 2021 military coup on December 28. International organizations and rights groups have raised concerns about the repressive measures imposed by Guinean authorities on the political environment, which included bans on political gatherings, constraints on media outlets, and alleged enforced disappearances of politicians and activists. In September, the UN High Commissioner for Human Rights urged authorities to comply with Guinea’s obligations under international human rights law and take the necessary measures to ensure the effective participation of all parties in the upcoming presidential election.
