Jurist UN experts urge end to public execution in Afghanistan

UN experts urged Thursday the Taliban to immediately impose a moratorium on inhumane punishments, including capital and corporal punishments, in response to public executions carried out on April 11.

The de facto Supreme Court announced four public executions across the provinces of Badghis, Nimroz, and Farah. The experts stated, “Friday’s executions represent a worrying increase in this kind of punishment. We urge the Taliban to introduce an immediate moratorium on the death penalty, with a view to its abolition.”

The UN experts also condemned capital punishment as a fundamental violation of human dignity and the right to life. They added, “Turning executions into public events can never be justified—not even on religious grounds. It normalizes brutality, desensitizes communities to violence, and creates a climate of fear and intimidation.”

In 2006, the Committee on the Rights of the Child rejected religious law as a justification for corporal punishment. These punishments, including stoning and amputation, violate the freedom of religion, and the dignity of the individual under the International Covenant on Civil and Political Rights. Corporal punishment also violates the Convention against Torture, as the committee maintained.

According to a report from the United Nations Assistance Mission in Afghanistan (UNAMA), corporal punishment includes 30 to 39 lashes per convicted person, with some cases involving up to 100 lashes. UN experts expressed concern over the ongoing use of corporal punishment in violation of international human rights law, as well as over the lack of access to justice under Taliban rule.

The UNAMA also reported the public flogging of more than 60 people by the Taliban regime in June 2024. The punishment followed a court’s conviction on crimes including sodomy, theft and immoral relations at a sports stadium in northern Sari Pul province.

There is growing concern about the authoritarian nature of Taliban governance and widespread human rights abuses, particularly the institutionalized oppression of women and girls. The UN has expressed ongoing concern over the human rights situation in Afghanistan, especially with regard to women.
