A UN expert on Friday called for urgent and specialized protection measures to address the widespread and systematic conflict-related child trafficking that arose from the failure to ensure their rights.
In her recent report to the General Assembly, Siobhán Mullally, the special rapporteur on trafficking in persons, especially women and children, stated:
Additionally, Mullally stated in her report that states often contravene their international obligations and the non-punishment principle by arresting and detaining children linked to armed groups, rather than protecting them as victims of trafficking. Such protection is in accordance with the Paris Principles that guarantee the rights of children trafficked in armed conflict.
Mullally provided several recommendations, including prioritizing the recovery, reintegration, and rights-based family reunification of children associated with armed groups, the establishment of child-friendly anti-trafficking measures, and comprehensive child justice systems. She further recommended the adoption of robust screening and referral mechanisms for early identification of child victims or those at risk of trafficking, as “[p]rotection and assistance must be delivered in a timely manner, with safe and unimpeded humanitarian access.”
According to Article 78(1) of the Additional Protocol I to the Geneva Conventions, parties to a conflict must not order the evacuation of children, other than their own nationals, to a foreign country except in special circumstances, such as for temporary medical treatment. Moreover, the written consent of parents or legal guardians is required for any such evacuation, or if they cannot be found, of the persons primarily responsible for the care of the children. The Optional Protocol to the Convention on the Rights of the Child further imposes obligations on state parties to prevent the recruitment and use of children below 18 years in armed conflicts.
This follows the release of UNICEF’s action plan against child trafficking in July, which outlines strategic measures to protect vulnerable children, including those at risk of exploitation in armed conflict.

Mullally also highlighted that child labor in conflict situations is three times higher than the world average. This is particularly due to the high risks of conflict-related child trafficking for various purposes, including illegal inter-country adoption, forced labor and servitude, active combat and support roles, forced criminality, forced begging, sexual exploitation, and child marriage. She further noted the patterns of alleged expedited adoptions and forcible transfer of children in Ukraine, as well as the recruitment of children in armed conflict primarily by the Rapid Support Forces (RSF) in Sudan.Despite consistent and credible evidence of the prevalence of child trafficking and its strategic use in conflict situations, the prevention, protection and impunity gaps persist, with devastating consequences for children who are denied their childhood, their right to protection as children and their rights to life, survival and development.
