UN experts on Wednesday urged member nations to place a higher emphasis on curbing the over-criminalization of women and girls across the globe ahead of 70th session of the Commission on the Status of Women (CSW70).
The announcement detailed reports on the dramatic increase in incarceration of women in recent decades. Women’s imprisonment has increased by 60 percent since 2000, nearly tripling increases seen in male incarceration. Experts also stated that roughly 19,000 children accompany imprisoned mothers.
The release also recounted disparate dangers and challenges incarcerated women and girls face, including heightened risks of violence, sexual and gender-based violence, inadequate healthcare, and overcrowding. Experts stated the way to avoid these increased risks is to reduce reliance on incarceration for minor crimes and instead utilize community-based alternatives.
Hundreds of reports have been released in the two last decades that detail the surging incarceration of women. A Harvard University article attributed the surge in part to increased drug-related crackdowns, with more than 50,000 women being incarcerated on drug charges, many possession offenses. Impoverishment and disadvantaged socio-economic conditions also play a role. In the US, 62 percent of women in state prisons reportedly have children under 18.
CWS70 is scheduled March 9-19, when member states will discuss the theme of the conference, “Ensuring and strengthening access to justice for all women and girls.”
“As the principal global intergovernmental forum on gender equality, CSW70 presents an important opportunity to renew attention to the situation of women and girls who are criminalised, detained or imprisoned,” experts said.
Experts included chairpeople from several different UN committees, including Nahla Claire, chair of the Committee on the Elimination of Discrimination Against Women, as well as Claudia Flores, chair of Working group on discrimination against women and girls.
