The United Nations High Commissioner for Human Rights expressed concern over the recent escalation in hostilities between Thailand and Cambodia and the danger posed to civilians.
“I am alarmed by reports that areas around villages and cultural sites are being struck by fighter jets, drones, and artillery,” Commissioner Volker Türk said.
Earlier today, Cambodia accused Thailand of bombing a major casino hub in Poiet, a major land-border between the two countries. Thailand labeled Cambodia the aggressor and has claimed they must initiate a unilateral ceasefire.
Türk urged an immediate end to hostilities and renewed peace talks. He also reminded both nations of their obligations under the Ottawa Treaty, which bans the use of landmines in armed conflict, as well as their obligations under international humanitarian law to differentiate between combatants and non-combatants. Many airstrikes have targeted civilian infrastructure, which is strictly prohibited under numerous international legal rules and norms.
Clashes are rooted in an almost century-old border dispute concerning who owns the Preah Vihear temple, which the International Court of Justice decided belongs to Cambodia in 1962 and 2013. Hostilities erupted in July when a landmine injured a Thai soldier, and both sides responded with airstrikes and ground assaults, killing 35 people and displacing thousands. Both sides claimed to be acting in self-defense.
A ceasefire was reached in July under enormous external diplomatic pressures to ease tensions and in August and cohesive roadmap for gradual de-escalation was laid out. However, in November, Thailand said the deal no longer applied after a landmine injured two Thai soldiers.
Skirmishes have since escalated with attacks killing or inuring up to 40 civilians and forcing 800,000 to flee the region.
