UK Secretary of State Yvette Cooper announced on Monday that the British government will be categorizing activist group Palestine Action as a terrorist organization under the provisions of the Terrorism Act 2000 in reaction to the group’s damaging of military planes on a British base on Friday.
If Parliament passes the proscription order, which is expected to be presented on June 30th, membership in the group, the donation of funds, or the expression of an opinion that is supportive of the group will be forbidden in the UK under criminal sanction. In addition, the publication of images or the wearing of symbols that represent or support Palestine Action will be banned. The Act will also allow courts to order the seizure of any property or funds of Palestine Action. In effect, this will empower the state to seize the group’s funds, shut down its website and social media accounts, and arrest members or perceived supporters of the group.
Section 1 (b) of the Terrorism Act 2000 defines terrorism as an action that involves serious damage to property. A group can be added to the list of terrorist organizations under Section 3 of the Act for participating in or glorifying acts of terrorism.
Cooper justified the decision to categorize Palestine Action as a terrorist group on the grounds that the group has allegedly “committed [a series] of acts of serious damage to property with the aim of progressing its political cause and influencing the Government”. In addition, Cooper characterized Palestine Action’s tactics as “violent crimes”.
Palestine Action describes their tactics as “targeting the source of the problem and intervening ourselves” through direct action. Other activist groups, including Palestine Solidarity Campaign, have disputed the government’s characterization, contending that Palestine Action is a “non-violent direct action group.”
Palestine Action claimed that two individuals broke into RAF Brize Norton on behalf of the group, where they spray-painted the jet turbines of two cargo jets and “caused further damage using crowbars”. Palestine Action justified the damage to the military aircraft by citing the British military’s support of Israel’s alleged genocide in Gaza through the transport of military cargo to Israel and contributions to surveillance in Gaza.
Police are currently investigating the incident, and the identities of the individuals have yet to be identified.
