The UK Home Office faces an investigation into the allegedly dangerous conditions of the Manston holding center for asylum seekers in 2022, local media reported on Monday following the release of a Home Office internal document. At least 250 of those asylum seekers affected are planning to sue the UK government.

Those suing include a Syrian woman who suffered a miscarriage. After being separated from her husband because he complained of the conditions at Manston, the woman and her five young children were forced to sleep in a ‘freezing, filthy tent’, which they were only allowed to leave to use the toilet. The conditions led the family to become seriously ill during their stay, for which they received no care whatsoever. Other claimants include a 19-year-old who was the victim of torture and human trafficking and was subjected to horrific treatment, being denied food and showers, and experiencing racism. Another victim of the conditions, Hussein Haseeb Ahmed, died at the age of 31 after he contracted diphtheria at the Manston holding centre.

The internal document was released following a legal hearing in which a high court judge ordered that the document listing the alleged failings of the centre be released. The document was prepared for the current Home Secretary, Yvette Cooper, outlining ‘incidents and allegations’ that occurred at Manston between June and November 2022. The document further addresses “allegations raised include misfeasance in public office, breaches of the European Convention of Human Rights, breaches of… duties to safeguard children, breaches of the Short-Term Holding Facility Rules, breaches of planning permission, and breaches of health, safety, fire, and food safety regulations”.

The document reveals that 39 reports were made in 2022 of overcrowding at the Manston facility, which were overlooked.

The Manston holding center was established following the arrival of 18,000 migrants to the UK between August and November 2022. It was intended to temporarily house migrants for up to 14 hours before being moved to more suitable Home Office asylum accommodation, but instead, families were detained there for up to a month. Other than the mass outbreak of diphtheria in Manston, the possessions of asylum seekers were unlawfully seized. Furthermore, planning permissions, and food, fire, and safety regulations were breached by the Manston holding centre.

The UK has faced serious criticism over its migration policies over the past few years. In July 2024, the labor government announced that it would end the Bibby Stockholm barge contract as of January 2025, as part of the government’s efforts to reform the UK’s asylum system have involved planning to scrap the Rwanda deportation scheme and instead create a 1,000-strong ‘returns and enforcement unit’ to swiftly remove failed asylum seekers back to their home country. The barge began housing asylum seekers in August 2023 but has been surrounded in controversy regarding its safety, including a legionella scare days after its opening. Amnesty International UK has said that the barge was “an utterly shameful way to house people who have fled terror, conflict and persecution.”
