President Trump signed an executive order on Friday directing US Customs and Border Protection (CBP) to take several steps designed to curtail the flow of counterfeit goods into the United States.
The order acknowledged that “E-commerce… is being exploited by traffickers to introduce contraband into the United States, and by foreign exporters and United States importers to avoid applicable customs duties, taxes, and fees.” In order to crackdown on counterfeits, CBP has been tasked to develop criteria to create an International Mail Non-Compliance score, which would measure foreign postal services’ efforts to stop the shipment of counterfeit goods to US customers. Postal carriers who do not meet minimum requirements could be subject to additional inspections or could be blocked from delivering to the US entirely.
CBP has also been directed to review its importer of record program, including taking steps to make sure importers and others who have been debarred or suspended because of violations are not able to get reinstated simply by changing their name or address.
