Thailand’s parliament passed a bill Thursday making low-THC content cannabis legal for medical purposes. At the same time, Thailand’s Ministry of Health announced its intentions to publicly distribute cannabis seedlings to Thai citizens at a series of educational events, meant to encourage citizens to learn more about the drug. The law will only allow cannabis purchases for medical purposes and anyone who wishes to grow the plant will have to register to do so.
Rattapon Sanrak, the owner of one of the first cafes to legally sell the drug, said “[a]s far as the government is concerned, it’s their job to promote medical use only. But it is pretty clear that we have come very far and finally are legalizing its use. The government understands that it’s more pros than cons.”
Some have criticized the new law for its potential to favor large companies over independent growers. Taopiphop Limjittrakorn, a member of parliament for the Move Forward Party, noted its similarity to alcohol laws which ban small batch brewers, saying, “[w]e have seen what happened with the alcohol business in Thailand. Only large-scale producers are allowed to monopolize the market. We are worried the similar thing will happen to the cannabis industry if the rules are in favor of big business.”
Limjittrakorn went on to suggest changes in the law including preventing monopolies, letting the Minister of Agriculture manage enforcement of the act rather than law enforcement, localized cannabis taxation, managing licensing on the local level, reducing license fees, and reducing law enforcement’s role in potential raids or seizures made under the law.
