A Thai court on Monday issued arrest warrants for 17 individuals, which also included construction executives and engineers, on charges of felony negligence leading to death in relation to the collapse of a thirty-story skyscraper in Bangkok during the March 28th earthquake, according to local media. The partially built State Audit office tower crumbled within seconds after the 7.7 Magnitude quake struck Thailand’s neighbouring country, Myanmar, and resulted in the deaths of at least 89 workers, and left seven people missing.
Police Lieutenant General Siam Boonsom confirmed that the warrants were issued on Monday, targeting personnel from Italina-Thai Development PLC (ITD). The warrants are directed at several of the company’s employees, including the project lead, contractor, and affiliated firms. The list of people also included the ITD’s former president, Premchai Karnasuta, who, along with 14 others, has surrendered. Two additional suspects are expected to report to authorities soon.
Investigators determined that “structural flaws in the core lift shaft” and further use of sub-standard steel and concrete were the key factors that led to the collapse in response to the earthquake. Further, forensic tests revealed forged signatures in the engineering documents. The tower has been under construction for three years for 2 billion baht (equivalent to $59 million) and was the only structure in Bangkok to fall during the tremors.
Premchai, who was previously convicted in 2021 in connection with poaching protected wildlife, denied these wrongdoings. Bangkok Deputy Police Chief Noppasin Poonsawat stated that the suspects can face up to 10 years of imprisonment if convicted by the court. Noppasin stated, “Expert assessments revealed that the architectural design did not comply with ministerial regulations or meet the technical standards outlined in the terms of reference.”
The earthquake, which claimed over 3,700 lives in Myanmar, is Southeast Asia’s deadliest seismic event in this decade. ITD, one of Thailand’s largest construction firms, and the constructor of the only structure that fell in Bangkok during the tremors, have pledged their continued cooperation throughout the entire investigation process.
