Jurist Türkiye court annuls main opposition’s congress over procedural irregularities

According to news reports, a court in Istanbul on Tuesday annulled the provincial congress of the Republican People’s Party (CHP), the country’s main opposition group, citing alleged procedural irregularities. The decision removed provincial chair Özgür Çelik from his post and ordered an interim committee to oversee the branch until a new congress is convened.

The challenge was brought against the CHP’s October 2023 provincial congress, in which Çelik defeated former provincial head Canan Kaftancıoğlu’s preferred candidate. The court accepted claims that payments of cash were made to influence delegates, and that irregularities tainted the internal election process.

Following the ruling, the court appointed veteran CHP figure Gürsel Tekin to lead the Istanbul branch temporarily until a new congress can be held. Tekin, a former CHP deputy, said he would act as a caretaker during what could become a critical period for the party.

Critics characterized the decision as part of a broader effort by Türkiye’s judiciary to weaken opposition forces after the CHP secured significant victories in the March 2024 municipal elections, retaining control of Istanbul and Ankara. Party leaders said the annulment was politically motivated and warned that it could destabilize their organizational structure ahead of national contests.

The ruling adds to mounting legal and political pressure on the CHP. Last year, the Supreme Court of Appeals upheld a political ban on Istanbul Mayor Ekrem İmamoğlu, one of the party’s most prominent figures, after he was convicted of insulting public officials. The case remains under review by Türkiye’s Constitutional Court, with opposition figures warning that the judiciary is being used to eliminate challengers to President Recep Tayyip Erdoğan’s ruling Justice and Development Party (AKP).

With Istanbul regarded as the CHP’s political stronghold and a symbolic counterweight to Erdoğan, the annulment of its provincial congress underscores the fragile environment for opposition politics in Türkiye. The party has said it will appeal the decision, but no timetable has been announced for the next provincial congress.
