UN human rights chief Volker Türk on Saturday condemned Israeli and US strikes across Iran and Iran’s subsequent retaliatory attacks, warning that the escalation risks a wider regional conflict and reiterating that international law requires the protection of civilians and accountability for violations.
In a statement delivered in Geneva, Türk said he “deplore[d] the military strikes across Iran this morning by Israel and the United States of America, and the subsequent retaliatory strikes by Iran,” adding that “in any armed conflict, it is civilians who end up paying the ultimate price.” Türk urged restraint and called on parties to “de-escalate” and return to the “negotiating table,” warning that failure to do so could lead to “further senseless civilian deaths and destruction on a potentially unimaginable scale” across the Middle East.
Türk reminded “all parties that international law with respect to armed conflict is very clear: the protection of civilians is paramount,” and he stated that “[v]iolations of them must lead to accountability for those responsible.”
Israel framed the operation as a “preemptive” strike, carried out with US involvement, prompting heightened regional security measures and airspace closures as retaliation threats followed.
From an international-law perspective, the escalation implicates two distinct legal frameworks that operate concurrently. First, the UN Charter’s jus ad bellum rules govern the legality of resorting to force, prohibiting the use of force against another state absent a recognized exception such as UN Security Council authorization or self-defense. Second, once an armed conflict exists, international humanitarian law (IHL) regulates how force may be used, regardless of the parties’ competing claims about the legality of the initial resort to force. Türk’s emphasis on civilian protection and accountability aligns with the second framework and underscores that compliance obligations apply to all parties to the conflict, including during retaliatory operations.
