The Somali Ministry of Communications and Technology (MOCT) announced on Sunday that Somalia decided to ban the short-form video hosting platform TikTok, the instant messaging platform Telegram, and the online gambling platform 1XBet, for their undue influence on Somali youths, which the ministry says had “caused some of them to lose their lives.”
The decision was made in accordance with Articles 64 and 65 of the National Telecommunications Law, which give the MOCT the power to investigate or suspend any service that is “in conflict with the good manners of the society or public and principles of the Islamic laws” or threatens national security. According to Minister Jama Hassan Khalif, the three mobile apps mentioned above had allegedly impacted the moral behaviors of the younger generation in the country and been a source of “explicit content.” Internet service providers are given until August 24 to implement the compliance measures.
Kenya is also weighing a petition to ban TikTok over alleged negative effects on children and excessive personal data collection. Senegal banned TikTok on August 2 for dissemination of hateful and subversive messages. In the US, Montana had become the first state to ban TikTok because of the app’s handling of users’ information.
