Russian news source RIA Novosti Wednesday reported that amendments to a Russian law, which previously extended Russian citizenship to refugees fleeing from the war in Ukraine, may now strip the same people of their citizenship. The new amendment adds discrediting the war in Ukraine to a list of crimes which trigger a revocation of citizenship.
RIA Novosti obtained a statement from First Deputy Chairman of the Commonwealth of Independent States (CIS) Duma committee Konstantin Zatulin. In it, Zatulin stated the committee received the proposed amendments to the earlier April 2022 law extending citizenship. The amendments expand upon a previous provision in the law that revokes citizenship if there is a violation of law. An earlier version of the law provided for revocation only if the person committed treason against Russia. That language is now expanded to include any activity connected to discrediting Russia’s “special military operation” in Ukraine.
The Russian Duma adopted a draft version of the law on April 5, 2022. The law extended citizenship to Ukrainians through a simplified process. As a part of the amendments RIA Novosti reported on Wednesday, the simplified procedure will now also be extended to people from Belarus, Kazakhstan and Moldova who decide to permanently reside in Russia.
The law builds upon a July 2022 presidential decree from Russian President Vladimir Putin. In his decree, Putin provided that Ukrainians only need to provide proof of Ukrainian residency and citizenship, along with divorce and name-change documents, in order to apply. Parents applying on behalf of their children are also required to provide their child’s birth certificate.
