Jurist Rights organizations pressure Lebanese government to address human rights violations

Amnesty International and human rights organizations released an open letter Wednesday to Lebanon’s justice minister and deputy prime minister, urging the Lebanese government to provide clarity and reparations for the civilian victims of the Israeli armed conflict.

Organizations wrote:

Since a ceasefire went into effect between Hezbollah and Israel in November 2024, the Israeli military’s attacks in Lebanon have continued and killed more than 381 people… Near daily Israeli attacks have continued to inflict grave harms on civilians in southern Lebanon, preventing the return of tens of thousands of displaced residents to their homes. More concerningly, these attacks continue to take place in a context of complete impunity, where victims of violations have no recourse to domestic or international accountability mechanisms or access to effective remedies and reparations.

The letter described civilian attacks, including attacks on journalists and peacekeepers, that have occurred since October 2023. The attacks have reportedly involved deliberate destruction of civilian objects, property, agricultural land, reconstruction equipment, health facilities, and more. In November 2025, the UN Human Rights Office of the High Commissioner reported over 64,000 people displaced to other areas of Lebanon.

Organizations that signed include Amnesty International, Human Rights Watch, the Union of Journalists in Lebanon, the Legal Agenda, and Reporters without Borders. They asked Tarek Mitri, Lebanese deputy prime minister, and chair of Lebanon’s National Committee for International Humanitarian Law, to use his position to advocate for investigations into international law violations. They further requested officials to “end the climate of impunity…and lay the groundwork for victims and affected communities to access their right to full, effective and adequate reparations.”

The letter pressed authorities to accept the jurisdiction of the International Criminal Court, draft a law criminalizing war crimes in Lebanon, establish measures to document and record these violations, and support domestic judicial investigation.

The ceasefire agreement between Lebanon and Israel went into effect November 2024 and required the Israeli military to withdraw from southern Lebanon. However, Israel has maintained a military presence and has repeatedly violated the ceasefire agreement.
